Governikus COM Despina Peppol/AS4 Edition enables electronic data exchange in the XRechnung standard in accordance with the European Directive and the e-invoicing legislation based on it. COM Despina Peppol/AS4 Edition also provides access to international digital procurement processes. The Peppol eDelivery network allows the exchange of documents in connection with electronic procurement processes (e-procurement) with all other Peppol participants after a one-time registration.

COM Despina Peppol/AS4 Edition provides access to Peppol AS4 communication scenarios via XTA.

COM Despina Peppol/AS4 Edition is part of Anwendung Governikus (product of the IT Planning Council) and is therefore available to the (German) Federal Government, federal states and their local authorities. The application ensures continuous and demand-oriented further development.

Exemplary integration into the digital procurement process

In accordance with EU Directive 2014/55/EU and the corresponding national implementation, all public bodies are obliged to accept electronic invoices. In Germany, this is supported by the XRechnung standard. For example, if a construction company has been commissioned to build a new school, invoices should only be received electronically by the commissioning local authority. Transmission takes place via various input channels that converge in invoice receipt platforms. They are then transferred to a specialist procedure using the Governikus MultiMessenger (GMM) as an interface.
