  • For the fourth time, the Nordl@nder congress will take place, which offers a discussion and innovation space for the topic of administrative digitization in the north. This year, Bremen is taking over the patronage and thus the venue is also shifting to the Hanseatic city.
  • In addition to a booth (10/11), Governikus is also represented with a presentation as well as a participation in the expert forum 2 - both under the main topic "Register modernization and Europe".
  • Premiere for Governikus: For the first time, the IT company, which regularly participates in various events on the digitalization of public administration, is involved in Nordl@nder Digital.

Home game for Governikus: The Bremen IT company participates for the first time in the Nordl@nder congress and comes up directly with two formats to create further points of contact around the topic of register modernization for the audience from public administration as well as private business. The Free Hanseatic City of Bremen takes over the patronage of the congress this year and so it wanders under the motto "buten un binnen - wagen un winnen" on the way to a "GOOD" state" on October 12 from Rostock to Bremen. The patron is Carola Heilemann-Jeschke, CIO and Head of the Department of Central IT Management and Digitalization of Public Services at the Senator for Finance of the Free Hanseatic City of Bremen, who also holds the office of Chairwoman of the Supervisory Board of Governikus.

Towards modern registers in public administration

In order to make the German administration digitally fit for the future, a comprehensive modernization of the register landscape is required. To ensure that this mammoth task can be implemented, the Act on the Introduction and Use of an Identification Number in Public Administration (Register Modernization Act) was promulgated in 2021. The identification number (IDNr) is a uniform and cross-authority feature that corresponds to the tax identification number and with which data can be clearly assigned to a person. By using the IDNr, it is possible to implement the so-called once-only principle for administrative services. Citizens must submit their data once to an authority, and other authorities can access the data for other services using the ID number.

Register modernization and Europe

Register modernization also plays an important role with a view to other European countries: in 2018, the European Parliament and the European Council adopted the Single Digital Gateway (SDG) Regulation, which is intended to establish a digital gateway to the administrative services of the European Union and the member states. To ensure that administrative procedures are available digitally and without media discontinuity across borders, efficient data exchange must be made possible through harmonized registers.
