Carola Heilemann-Jeschke, born in 1970, studied law in Leipzig and Bremen. After working for four years as a lawyer in a major law firm in Bremen, specializing in commercial and corporate law, tax law, transport and customs law, she moved to the bench in 2001, most recently in the area of commercial and fiscal criminal law. In 2015, she was seconded to the Bremen Parliament before putting her experience at the service of the Bremen administration in 2016. From 2018, she headed the "IT Law and Compliance" unit at the Senator for Finance in Bremen, and in 2021 took over as head of the "Central IT Management and Digitization of Public Services" department.

Carola Heilemann-Jeschke has dedicated her entire personality to the transformation of the administration, the implementation of the OZG and a new understanding of leadership. She represents the Free Hanseatic City of Bremen in key digitization projects and likes to describe herself as a "creative bureaucrat.
