Bernd Schlömer was born in Meppen (Emsland) in 1971. After studying social sciences in Osnabrück (degree: Diplom-Sozialwirt) and criminology in Hamburg (degree: Diplom-Kriminologe), he worked at Helmut Schmidt University/University of the Federal Armed Forces in Hamburg from 1998 to 2010, most recently as head of the staff unit for university planning and university management.

From 2010 to September 2021, he worked at the Federal Ministry of Defense, most recently in the Cyber and Information Technology Division in the task area "Research, Technology, IT Innovation Management Cyber/IT".

From 2016 to 2021, he was also a member of the Berlin House of Representatives, where he was spokesman for civic engagement, digitization and administrative modernization in the parliamentary group of the Free Democrats (FDP). In this role, he represents the parliamentary group as chairman of the Committee for Citizen Participation and Involvement and the Committee for Communications Technology and Data Protection. He was also chairman of the "Diese eG" committee of inquiry and a deputy member of the "BER 2" committee of inquiry.

From 2009 to 2013, he was active in the federal executive committee of the Pirate Party Germany (including as federal chairman from 2012 to 2013).

Since 2021, Bernd Schlömer has been State Secretary for Digitization in the Ministry of Infrastructure and Digital Affairs of the State of Saxony-Anhalt and the state government's Commissioner for Information Technology (CIO).
