The year 2025 marks a decisive turning point for public IT in NRW: With the motto "Digitalization as a stabilizer of democracy", the e-nrw congress poses the central question of how digital technologies can be used to strengthen democratic processes, promote citizen participation and make administrative structures future-proof. The focus is on strategies for how municipalities and state authorities can use digital solutions to increase resilience, transparency and efficiency in order to meet the growing demands of our time.

As an established platform for IT-supported administrative modernization in North Rhine-Westphalia, the e-nrw Congress has been bringing together top decision-makers from the state, municipalities, business and science for over 25 years. With around 18 million inhabitants and around 400 local authorities, NRW plays a key role in Germany's digital transformation. The direct involvement of the state government and the close networking of local authorities make the congress a unique forum for innovation and exchange.

This year's event is dedicated to the question of how technological and organizational developments can contribute to the stabilization and further development of democratic structures. Key topics include the expansion of digital infrastructures, the optimization of administrative processes and the role of artificial intelligence and open government in citizen communication.
