Dr. Rolf Beyer has been Managing Director of the Zweckverband Kommunale Datenverarbeitung Oldenburg (KDO) for more than 20 years. Born in Rastede near Oldenburg, the 61-year-old, who holds a doctorate in physics, did research in particle physics at the CERN and DESY research centers for ten years after completing his studies. As a project manager for the German Federal Ministry of Education and Research (BMBF), he remained loyal to the field, but switched to the administrative side. He returned to his home country and application-oriented research as head of the OFFIS - Institute for Computer Science in Oldenburg.
From there he changed to KDO in 2002, which he successfully leads since then. He is also managing director of KDO Service GmbH and member of the board of directors of KDO e.G., which together with the special purpose association provides services for municipalities in the north of Germany.

In addition, Beyer was for many years managing director of Kommunales Systemhaus Niedersachsen (KSN) GmbH and GovConnect GmbH, where he now serves as a supervisory board member. Since 2019, he has also been a member of the supervisory board of govdigital e.G, the nationwide cooperative of public IT service providers.

Since November 2020, Beyer has been Chairman of the Board of the Federal Association of Municipal IT Service Providers (VITAKO e.V.), of which he was already a member of the Board from 2008 to 2014.
Beyer is married and has three grown-up children.
